6.9.6 Release note

This version fixes 2 bugs:

CO-3883 - LDAP queries broken when search scope is used
CO-3803 - Since version 6.4.6, it's not possible to select a value in a User Picker field when moving a specific issue
CO-3811 - Error 500 if a user selected in an Elements Connect User field has its username renamed
